GovWallet is a digital wallet module that can be easily integrated into existing government apps (such as Singpass and LifeSG) to provide an alternative means of fund distribution. Acting as a payment facilitator, GovWallet allows agencies to retain complete control and purview of their funds, and where they can be spent. It allows recipients to spend these funds online or onsite at stores with PayNow or NETS QR.

GovSettle is a smooth and unified approach to bill payments that puts citizens first. By offering versatile payment options and ensuring consistent payment modes, bill payments are stress-free endeavours for agencies and citizens.

Ms Theresa Goh
Chairperson, Charity Council

Theresa Goh has over 25 years of experience in Business Management and Non-profit stewardship through her specialization in organizational behaviors and leadership dynamics in Asia. She started her career as a software engineer and global account manager with IBM and has since reinvented herself to help organizations build Human, Knowledge, and Social capital. She is the Managing Founder of 360 Dynamics, a strategic associate with the Centre for Creative Leadership and Global Coach Group, a board member of the Agency for Integrated Care (MOH), National Council for Social Service (MSF), Chairperson of the Charity Council (MCCY), Fellow of the Singapore Institute of Directors and a consultant with the Singapore University of Social Sciences. She previously chaired the Board of SATA CommHealth and The Centre for Nonprofit Leadership She authored a 2021 book ‘Leading for Good’ where she guides public, private, and nonprofit leaders to collaborate through defining a collective purpose.

Tea Wei Li

Wei Li has over 23 years of external audit and internal audit experience. Having worked in Singapore, Hong Kong and China, she has performed numerous assignments in various industries, with a focus on Internal Audit, Enterprise Risk Management and Corporate Governance. She has also assisted in the review of existing corporate governance practices in public listed companies and pre-IPO entities vis-à-vis good governance practices as stated in SGX listing rules and code of corporate governance guidelines and the pre-IPO listing requirements. Wei Li also leads the Not-for-Profit Sector. She has assisted the Commissioner of Charity and Sector Administrators in the Governance review for the Charities’ status of compliance vis-à-vis the Code of Governance for Charities and IPCs. She also co-published the Thought Leadership – Influencing Risk and Risk Culture for Charitable Sector with the Office of Commissioner of Charity. Wei Li is a trainer at Singapore Institute of Director for it’s Listed Entity Director Programme, Board Risk Committee Module.

Mr Gregory Vijayendran SC
Member, Charity Council

Gregory Vijayendran is Senior Counsel and a senior partner of the Disputes Practice Group in Rajah & Tann Singapore LLP.

Gregory has a niche specialist expertise in charities governance. He regularly gives legal advice and provides legal representation (fee paying and pro bono) on appropriate matters relating to various Social Service Agencies and charities (including religious organizations) on different aspects of contentious and non-contentious charities’ governance.

He was the inaugural Pro Bono Ambassador of the Law Society in 2010.  He has been actively involved over the years in community-based legal clinics and as a regular speaker on charities governance. 

Gregory serves as Chairman of the Board of Pro Bono Singapore (formerly known as Law Society Pro Bono Services) since 2017 – the corporatized access to justice arm of the Law Society cum registered IPC.  In community service, Gregory has also had a unique, longstanding and direct and indirect service in various charities, and VWOs in Singapore including as (i) founding member and Vice President of the Children’s Cancer Foundation (then known as Working in Aid of Leukaemic Kids) from 1992 – 1995 and; (ii) from late 1996 to early 2015, President of Club Rainbow (Singapore) (serving families of children with chronic and life-threatening illnesses. He was a founding Director of the Singapore Cord Blood Bank, chairs Rainbow Across Borders (catalysing awareness of chronic and life-threatening illnesses in Asia) and serves as Trustees of the National Youth Fund and the Rare Disease Fund. He is presently President of the Tribunal of Maintenance of Parents, Honorary General Secretary of the National Council of Social Services, Chairman of Prison Fellowship Singapore and Director of the Agency for Integrated Care Ltd.

In 2008, at Washington DC, Gregory was honoured to receive the Good Samaritan Award from Advocates International for his pro bono work in doing justice with compassion.

A/Prof Soh Kee Hean

Head, Certificate/Minor in Criminal Investigation School of Humanities and Behavioural Sciences, Singapore University of Social Sciences (SUSS)

Soh Kee Hean is an Assoc Professor in the Singapore University of Social Sciences (SUSS). He teaches in the Bachelor of Public Safety and Security degree programme, in courses such as Governance and Corruption, Policing and Crime, Transnational Crime, Security Operations and Administration, and Integrated Public Safety and Security Management. He also manages the Minor in Criminal Investigation, runs industry training workshops in
workplace investigation and organises the SUSS International Conference on Governance and Corruption, as well as the Crime and Security Forum. Outside the University, he undertakes consulting work and conducts training for international participants in the anti-corruption subject domain. Prior to SUSS, A/Prof Soh served in the Singapore Police Force. He spent many years in investigation and operations work, and held senior appointments such as Division Deployment Officer, Head of Operations Planning, Land Division Commander, Director Police Technology, Deputy Director of Criminal Investigation Department and Director of Home Team School of Criminal Investigation. He also served secondment terms in Singapore Prisons Service, Ministry of Home Affairs Joint Operations Division (MHA),
Council for Estate Agencies (CEA, under Ministry of National Development) and Home Team Academy. A/Prof Soh was also a past Director of the Corrupt Practices Investigation Bureau (CPIB) for 5 years. CPIB is the sole agency that combats corruption in Singapore and as Director, he was responsible for all aspects of anti-corruption work, from leadership, policy, investigation and operations to international co-operation.

Mr Tim Oei

The National Kidney Foundation

Tim Oei took the helm of NKF in Aug 2017, where he advocates for a transformation of the renal care landscape through innovation of kidney treatment as well as emphasis on holistic care of kidney patients beyond their dialysis treatment plans. A lawyer by training, he believes public education on cause and prevention of kidney failure is the key to moving towards a future free of kidney disease. Tim volunteers his time with several non-profit organisations and various panels. He also enjoys mentoring like-minded individuals who sought him out for his extensive experience within the healthcare, community and social services, and hopes to inspire them onto meaningful leadership journeys that can benefit the non-profit sector as a whole.

Mr Melvin Yong
Honorary Treasurer, SIAS and
Country Head for Singapore, CPA Australia

As the Country Head for Singapore at CPA Australia, Melvin leads CPA Australia’s initiatives to grow and serve its 8,500 strong membership in Singapore through a combination of events and services to engage members. He also drives strategic partnerships with key stakeholders and works with the local regulator, professional bodies, accounting firms and education institutions on activities that foster the development of the accounting profession in Singapore.

Melvin is a well-known media veteran in Singapore and the Asia Pacific region, with more than 26 years’ experience in corporate and financial journalism, discussion moderation, public relations, news presentation and digital integration.

As a business editor and journalist for 15 years at MediaCorp, operator of the regional television news station Channel NewsAsia, he has interviewed and built strong working relationships with a wide spectrum of business, financial and accounting professionals. 

Prof Robbie Goh
Provost,
Singapore University of Social Sciences (SUSS)

Robbie Goh is Professor and Provost of the Singapore University of Social Sciences. He was formerly with the National University of Social Sciences, most recently as Dean of the Faculty of Arts and Social Sciences. He has degrees from the National University of Singapore, and the University of Chicago. A literature and cultural studies scholar by training, Prof Goh has also published widely in other fields such as religion, urban studies, and film and popular culture. He is a former board member and second vice-president of the Metropolitan YMCA, and has also served as chairman (LCEC Chair) of the Cairnhill Methodist Church, as a member of the Social Service Skills future Tripartite Taskforce, and on other arts advisory and social services committees.

Mr Robson Lee

Mr. Robson Lee is a Partner of Kennedys Law and a Director of Legal Solutions LLC, with more than 30 years of practice experience in the areas of corporate finance, capital markets, and in international mergers and acquisitions. He has been recognized in The Best Lawyers in Singapore 2023 and 2024 as a leading lawyer in mergers and acquisitions. Mr. Lee is also the Chairman of the Audit Committee of the Law Society of Singapore.

Dr. Caroline Lim

Head, Organisation and Leadership for Non-Profits Programme, S R Nathan School of Human Development, Singapore University of Social Sciences (SUSS)

Dr. Caroline Lim is the Head of Organisation and Leadership for Social Change Programme at S R Nathan School of Human Development at SUSS. She is a practitioner-turned-academic; her practitioner experience included banking & finance, higher education and public healthcare. She teaches in undergraduate and graduate programmes. The courses she has taught included B2B marketing, sustainability marketing, volunteer management, and social impact analysis. She studies and research into service ecosystem design for collaborative care, care assemblage, donation-based crowdfunding and social impact analysis. The book “Non-Profit Leadership and Management in Singapore” that she co-authored was published in 2022. Caroline serves the community in different capacities such as in corporate governance at HCA Hospice Limited.

Mr Lenard Pattiselanno

National Volunteer & Philanthropy Centre (NVPC)

Lenard joined the National Volunteer & Philanthropy Centre (NVPC) in July 2017 as Director, Corporate Giving and is currently serving as Director, Community Leadership and Partnerships as well as Head of the Centre for Non-Profit Leadership.

Over the course of his career, Lenard has come to appreciate the importance of nurturing organisations worthy of people’s commitment. He believes in ‘serving leadership’ and has been involved in several organisational development projects over the years.

Before joining NVPC, Lenard was at Sport Singapore where he had the opportunity to lead various divisions. Prior to that, Lenard served in the Republic of Singapore Navy (RSN) for 13 years. Lenard graduated from Indiana University in the United States with a Bachelor of Science in Business. He later completed his MBA in 2010 at ESADE in Spain.

Ms Esther An
Chief Sustainability Officer
City Developments Limited (CDL)

A sustainability practitioner for over two decades, Esther published the first sustainability report in Singapore in 2008 and issued the first green bond by a Singapore company in 2017.   Conferred the 2018 SDG Pioneer for Green Infrastructure and A Low Carbon Economy by the UN Global Compact and named amongst 25 Trailblazing Women against Climate Change by Reuters in 2023, Esther sits on the boards or advisory platforms of international organizations including:

Mr Yap Chee Meng

Mr Yap Chee Meng served on the Board of The Esplanade Co Ltd from 2013 to 2021, and chaired their Audit Risk Committee from 2015 to 2019. His current independent directorships comprise Suntec (Lead Independent Director & Audit Committee Chair) and HSBC Life Singapore (formerly known as AXA Insurance Singapore) (Independent Board Chairman to 2022, Lead Independent Director from 2022). His past independent directorships include SATS (Audit Committee Chair), Keppel Land (Audit and Risk Committee Chair) and the RHB Asset Management Group (Independent Board Chairman). 

Prior to his retirement in 2013, Chee Meng was KPMG International’s Asia Pacific Chief Operating Officer and a member of its Global Executive Team. In his career spanning many years in the financial sector, Mr Yap has served on committees of various professional and regulatory bodies. 

Mr R. Raghunathan

Mr. R. Raghunathan, Raghu, is the CEO of World Wide Fund For Nature (Singapore) and sits on the steering committee for the Southeast Asia Climate and Nature-based Solutions (SCeNe) Coalition. As WWF-Singapore’s CEO, Raghu shapes conservation strategies, fostering collaboration among communities, businesses, and governments to combat climate change and restore biodiversity. With his experience in management and finance consulting, Raghu has successfully transformed businesses in Singapore and the region. Prior to WWF-Singapore, he provided consulting services to industry associations, government agencies, and local SMEs. Raghu also held a leadership position at PricewaterhouseCoopers (PwC) Singapore’s Consulting practice. Raghu actively contributes as an executive committee member at SINDA (Singapore Indian Development Association), dedicated to enhancing the socio-economic status of Singapore’s Indian community.

Mr David Toh

David is the Governance, Risk & Compliance and Internal Audit Practice Leader of PwC Singapore. The practice has approximately 100 full-time staff dedicated to the provision of Internal Audit, Corporate Governance, Risk Management, Sarbanes-Oxley and Sustainability advisory services to organisations from the private and public sectors. He is also PwC Singapore’s Governance Board Chairman, a member of PwC China, Hong Kong, Singapore and Taiwan (jointly known as CaTSH) Board of Partners and a member of PwC Asia Pacific’s Governance Board. David is also PwC Singapore’s Entrepreneurial and Private Business Leader, providing integrated business solutions to owner-led and family businesses. David is active in the corporate governance scene in Singapore where he conducts seminars on governance, risks, and compliance organised by the Singapore Institute of Directors, Singapore Exchange and SIAS. David is a Board member/Audit & Risk Committee Chairman of the Yellow Ribbon Singapore, a Board Member/Corporate Governance and ESG Committee Chairman of the Securities Investors Association (Singapore), a Board of Governor at the Institute of Internal Auditors Singapore and a Board member of SEEDS Capital (subsidiary of Enterprise Singapore). David is also the Honorary Treasurer of Singapore Children’s Society and actively drives grassroots activities as the Vice Chairman of Tampines Central Citizen’s Consultative Committee.

Dr Millie Yun Su

Head, Human Resource Management Programme, S R Nathan School of Human Development, Singapore University of Social Sciences (SUSS)

Millie Yun SU is the Head of Programme in Human Resource Management program in Nathan School of Human Development, SUSS.  She received PhD in Management from Rutgers Business School, United States.  She teaches strategic human resource management, business strategy, stakeholder management in nonprofits, and qualitative research methods.  Her research uses interviews and field observation to build theories grounded in the field, and she writes case studies for teaching purposes.  Her research interests include issues in strategic management and human resource management in profit and non-profit organizations, service innovation, and community building for caregivers. 

Mr Ang Hao Yao

Mr Ang Hao Yao a private investor is active in the charity sector and is currently the Chairman of Credit Counselling Singapore a charity helping individuals and small businesses in debt distress. He also serves on the board level of the charities Securities Investors Association (Singapore), The National Kidney Foundation and the SingHealth Fund and was a former Chairman of Sata CommHealth. He also serves on the Audit Committee of The Helping Hand. Mr Ang worked Consumer Banking, Private Banking and Corporate Banking and holds Bachelor degrees in Mathematics and Economics, an MBA in Finance and Investment and is a CFA charter holder.

Mr Andrew Liew

Chairman ART:DIS

A career banker, Andrew began his career as a Management Trainee at Citibank in Singapore. He held various positions including Chief of Staff, Consumer Finance/Branch Head, Ops/IT and Risk Management Head, before his first assignment overseas as Retail Bank Business Head for Citibank in Korea. Upon his return to Singapore he was assigned to the Asia Pacific/Middle East Region office as Distribution/Marketing Director. After Citibank, Andrew joined OCBC in Singapore before being appointed Head of Retail for SGX. The lure of overseas markets once again beckoned, and Andrew packed his bags for a string of banking assignments in frontier markets in Qatar, China, Vietnam, Cambodia and Laos. 

He is presently a senior consultant in banking, finance and ESG in Asia.

Andrew has served in the charity space as Chairman of ART:DIS (arts & disability Singapore, formerly Very Special Arts) for the past eight years.  

Terence Kew

Lead, Service Management, NCS Group

Terence is a seasoned IT leader known for his extensive experience in streamlining business processes through digitisation and enabling hybrid work flexibility. He excels in overseeing and successfully executing large-scale projects that involve multiple departments across diverse regions. With a strong cross-functional background, Terence is well-versed in core business operations. Outside of his professional endeavours, Terence has dedicated over two decades to volunteer service as a board member in various social service sectors, including early childhood education, religious organisations, and palliative care. Terence is currently the Vice-Chairperson of HCA Hospice Limited. His long-standing commitment to these causes reflects his deep passion for community engagement and his unwavering dedication to making a positive societal impact.

Mr Seah Chin Siong
Member, Charity Council

Mr Seah is currently the President & Chief Executive Officer of Singapore Institute of Management.

In his role, Mr Seah is responsible for leading SIM in the transformation of lifelong learning and education for individuals and organisations and enabling them for the future of work. As part of this, Mr Seah works closely with his team at SIM to define innovative learning pathways for people in maximising their potential and helping enterprises transform their workforce through customised role-based skills programmes for better organisation outcomes.

Prior to this, Mr Seah was the Chief Executive Officer of Singapore Pools (Private) Limited. Mr Seah was also the founding Chief Executive Officer of IDA International, a subsidiary of the Infocomm Development Authority of Singapore (IDA). He was responsible for crystallizing and executing IDA International’s mission and vision to help public agencies deliver socio-economic outcomes enabled through public service infocomm.

In his earlier years, Mr Seah was the Managing Director of Accenture’s Public Service Operating Group for Asia-Pacific and the Country Managing Director of Accenture Singapore.

Mr. Christian Chao
CEO, Care Corner Singapore Limited

Christian Chao is the Chief Executive Officer of Care Corner Singapore Ltd, a non-profit, social and health care services provider. Established in 1981, Care Corner operates from over 46 service points delivering a continuum of care for Children & Youth, Families and Seniors. Christian has over two decades of experience across the people, public, and private sectors. Prior to assuming the role of CEO in 2022, he was responsible for championing Care Corner’s transformation from 2019. Before that he held leadership positions at United Overseas Bank and the Civil Service College, a statutory board under the Public Service Division. Christian also serves as a District Councillor for North West Community Development Council and is on the Board of Directors of the Civil Service College.

Dr Tan Eng Joo
Senior Lecturer, Finance Programme,
School of Business, SUSS

Dr Tan Eng Joo is Senior Lecturer at the Singapore University of Social Sciences, where he teaches postgraduate courses on governance and risk management for non-profit organisations, innovation and strategy, and financial management for fintech professionals. He has a PhD from the University of Minnesota and the CFA Institute Certificate in ESG Investing. His research has been published in the European Accounting Review, the Journal of Business Finance and Accounting, and the Journal of Financial Research, and has been presented at the London Business School, the American Accounting Association Annual Meeting, and the Financial Intermediation Research Society Conference. He co-chairs the university’s sustainability committee and has served on the steering committee of Sustainability Exchange, a youth mentorship initiative by EB Impact.

Mr Satoshi Hayashi
Senior Delivery Manager,
Government Technology Agency

Satoshi joined GovTech amid the COVID pandemic in 2020 as a Delivery Manager for SupplyAlly. His first foray in the public sector, Satoshi’s past experiences have largely been focused on agile delivery, delivery management and product management within both foreign and local banking industries.

An avid fan on applying tech for the greater good and providing true value to customers with the use of technology, motivated him to join GovTech to work on things that he is passionate about. He is currently one of the Delivery Managers for the GovDistribute and GovSettle product suites overseeing GovWallet, GovSupply and GovSettle. 

Mr Steven Chia

Steven is an award winning veteran in the media industry with over two decades of experience behind him. A familiar face at Channel News Asia, he currently helms the show Talking Point. Prior to that he hosted the early morning show – AM Live! as well as evening bulletins such as Singapore Tonight.

Outside of work, Steven is an active volunteer. He sits on the board of the Young Men’s Christian Association of Singapore, is a District Councilor for the Southwest Community Development Council and is also a member of the National University of Singapore Communications and New Media Industry and Advisory Council. But the role he feels most proud of is that of being a father to two young children. When it comes to time with kids, he believes in the notion of “the more the merrier”. Steven also dreams of the day when kids in Singapore will spend more time at play than at tuition.

She is currently serving as the President of the Institute of Public Relations of Singapore. Her passion is in organisational well-being where people and process are in harmony. She developed “8lueprint (2019)” – a concise approach to corporate and communications planning and published a tool-book titled “One Dish Wonder: A Simple Recipe To Manage Communications Risks (2011)”.

Mr Yap Boh Tiong

Yap Boh Tiong is the Group Chairman of the Mileage Communications Group, a leading marketing communications consultancy with offices in 9 countries in Asia Pacific. The 31-year old company services local and many multi-national clients in diverse industries.

Mr Yap has a Masters Degree in Social Science from the University of Singapore. He served in many private and government organisations. For his outstanding contributions to the industry, he was inducted into the Singapore Media Industry Hall of Fame by the Singapore Press Club in 2022.

In 2000, he was named PR Professional of the Year by the Institute of Public Relations of Singapore. In 2010, he was one of the honourees of the Spirit of Enterprise Awards. Mr Yap received an award as an Established Entrepreneur of the Year 2014 by the Association of Small & Medium Enterprises and Rotary Club of Singapore.
